About the Harper voice
Harper is a clear American female voice with very little decoration — an even, neutral read that stays out of the way. She is the one to reach for when the writing is doing the persuading and the voice only has to be intelligible and unobtrusive.
The engine behind this voice
Zonos is Zyphra's open-weights model (Apache-2.0) in its hybrid state-space configuration: a clean, neutral reader, which is what utility audio wants. It takes up to 400 characters per request, adjusts from 0.75× to 1.5×, and returns MP3 or WAV. Longer text is split at sentence boundaries and joined back into one file.

Nothing. Harper is a free-tier voice: 5,000 characters a day without an account, 10,000 with a free one, and no credit card at any point. Audio downloads as MP3 or WAV and carries a commercial licence, so monetised videos and client work are both fine.
The daily allowance is stated plainly here because several sites in this category advertise "unlimited" and enforce a monthly cap. What is written above is what the server enforces.

Limits
Where Harper is the wrong choice
Neutral to the point of plain. She has no warmth to offer material that needs some, and Zonos caps at 400 characters a request, so long text splits into more parts than Kokoro would.
If Harper is not quite right
- Adam — clear, confident — the same price as Harper, with a different character. Worth previewing back to back before you commit a whole script to either.
- Oliver — british, warm. Reach for this one when Harper is close but the register is not quite right.
- Grace — wise, storytelling, on the premium tier. The step up is naturalness under close listening rather than a different personality — worth it for client work, usually not for a first draft.
